This is mission-driven work at the intersection of public sector innovation and human services. ———————————————————————— The Role This is a senior-level contract opportunity for an experienced Project Manager with a strong background in child welfare technology programs. You will take ownership of complex, multi-stakeholder IT projects from initiation through delivery, operating across both Agile and Waterfall environments. Working closely with IT leadership, program staff, and external partners, you will keep projects on track, on scope, and aligned with organizational standards — while helping to strengthen the broader project management practice. ———————————————————————— What You Will Do • Lead end-to-end project planning, coordination, and evaluation across the full project management life cycle • Develop and maintain project charters, schedules, resource plans, risk logs, issue logs, and communication plans • Serve as Scrum Master on Agile projects — facilitating ceremonies, removing blockers, and coaching team members on Scrum practices • Monitor project costs, quality, and deliverable compliance, reporting status to IT leadership on a regular cadence • Facilitate cross-functional and multi-agency workgroups, driving alignment on goals, decisions, and work products • Lead requirements-elicitation sessions with both business and technical stakeholders • Identify, track, and develop mitigation strategies for project risks and issues in collaboration with management and subject matter experts • Direct the work of project team members within a matrixed organizational structure • Contribute to the standardization and continuous improvement of PMO practices and templates • Prepare polished written deliverables including status reports, executive summaries, and stakeholder presentations • Research federal regulations, state legislation, and professional literature as needed to inform project decisions ———————————————————————— What We Are Looking For • 10+ years of IT project management experience • 1–3+ years managing projects within a child welfare agency or program • Demonstrated expertise in both Agile and Waterfall methodologies • Hands-on Scrum Master experience, including facilitating ceremonies • Proficiency with MS Project, Visio, and SharePoint • Proven ability to develop project charters and full project documentation suites • Strong risk and issue management skills across complex programs • Excellent stakeholder communication and executive reporting abilities • Experience guiding matrixed teams through large-scale technology initiatives The ideal candidate brings a decade or more of progressively responsible project management experience, with direct exposure to child welfare systems or human services technology programs. They are equally comfortable running a sprint retrospective as they are presenting a risk summary to senior leadership. This role demands someone who can navigate the complexity of public sector IT — balancing rigorous documentation standards with the flexibility to adapt when priorities shift. Strong written communication and the ability to translate technical concepts for non-technical audiences are essential to success here. ———————————————————————— Nice to Have • Experience researching federal regulations or state and federal legislation • Background facilitating multi-agency or cross-program workgroups • Familiarity with use case development and interpretation • Experience establishing or maturing PMO standards and frameworks • Working knowledge of infrastructure domains — security, networking, server environments, and databases Candidates who bring infrastructure awareness alongside their project management credentials will be especially well positioned for this engagement. Familiarity with how technology decisions intersect with information security, architecture, and data environments helps a project manager anticipate technical risks before they become delivery problems.
